The UP College of Social Work and Community Development denounces with full force the unilateral abrogation by the Department of National Defense of its agreement with the University of the Philippines that police and military operations cannot be done in UP campuses without prior notice. This agreement has been in force since 1989.

The purported reason is that the CPP-NPA, which had been declared a terrorist organization, has been recruiting students of the University of the Philippines.

First, the CSWCD has registered its opposition to the anti-terror law which is the basis for the classification of organizations as terrorist . The law is under question at the Supreme Court. We call on the DND to practice some amount of restraint given the opposition to the law of many sectors within and outside UP.

Second, even if we were to grant their contention that recruitment by the CPP NPA in UP is duplicitous or coercive, we are unable to see what type of police and military operations would be necessary to stop such an activity. Do they intend to accost particular student groups and gatherings? How will they identify which groups and which activities?

UP’s traditions of open debate and transparency has always been the best antidote to all forms of extremism within our ranks. Furthermore UP has time and again proven its capacity to regulate student activities without trampling on student rights.

Secretary Lorenzana should think again of the reputational loss to the country that military or police operations in it’s national university would bring.

There is a time-honored tradition that keeps the academic sphere free from the constraints of state policing power. Such separations are sacred in democratic societies.

UP is an institution that is open to facts and upholds the truth. If the military feels that we need to protect our students from duplicity, coercion or criminal activity, show us the facts and let us deal with it as we have always done.

CSWCD calls on our Chancellor, our President and our Board of Regents to resist this threat to our freedoms.#

Mariing tinutuligsa ng College of Social Work and Community Development (CSWCD) ang pagsasawalang-bisa ng Department of National Defense (DND) sa kasunduan nito sa Unibersidad ng Pilipinas (UP) na hindi maaaring magsagawa ng operasyon ang pulis at militar sa mga kampus ng UP nang walang pabatid. Taong 1989 pa sinusunod ang kasunduang ito.

Ang pagsasawalang-bisa sa kasunduan ay dahil daw sa pagrerekrut ng CPP-NPA, na tinaguriang isang samahang terorista, sa mga mag-aaral ng Unibersidad ng Pilipinas.

Nauna nang tinutulan ng CSWCD ang pagsasabisa ng Anti-terror law na ginawang batayan upang mabansagang terorista ang isang organisasyon. Sa kasalukuyan ay nakasalang sa Korte Suprema ang pagtutol sa nasabing batas ng iba’t ibang sektor sa loob at labas ng UP; kung kaya naman kami ay nananawagan sa DND ng hinahon sa gitna ng mga pagtutol Anti-terror law.

Ikalawa, kung may gahibla mang katotohanan ang paratang na mapanlinlang at puwersahan ang pangangalap ng mga kasapi ng CPP-NPA mula sa hanay ng mga mag-aaral ng UP, paano naman isasagawa ng kapulisahan at militar ang mga operasyong magpapatigil dito? Agad bang huhulihin ang mga partikular na grupo ng mga mag-aaral, o ang mga mag-aaral na nagsasagawa ng mga pagtitipon? Sino o anong grupo at anong uri ng mga aktibidad o pagtitipon?

Ang tradisyon ng malayang debate at pagiging bukas na tinataglay ng UP ay patuloy na nagsisilbing panlaban sa anumang porma ng pagmamalabis o extremism sa aming hanay. Magpahanggang ngayon, pinatutunayan ng UP ang kakayanan nitong pangasiwaan ang mga aktibidad ng mga mag-aaral nang hindi sinasagkaan ang kanilang mga karapatan.

Dapat na pakaisiping mabuti ni Secretray Lorenzana ang pinsala at batik na maaaring idulot ng operasyon ng kapulisan at military sa dangal ng pambansang unibersidad.

Isang tradisyong isinasabuhay sa matagal na panahon ang kalayaan ng akademya mula sa mapaniil na kapangyarihan ng estado. Sagrado ang paghihiwalay na ito saan mang lipunang demokratiko.

Bilang institusyon, bukas at handang ipaglaban ng UP ang katotohanan. Kung sa tingin ng militar ay kailangan naming proteksyunan ang aming mga mag-aaral mula sa panlilinlang, pandarahas o kriminalidad, ihain nila sa amin ang mga patunay at hayaan nila kaming harapin ito, tulad nang matagal na naming ginagawa.

Nananawagan ang CSWCD sa aming Tsanselor, Presidente, at Board of Regents na tutulan ang bantang ito sa ating mga karapatan.#
