January 17, 2013 marked the start of a new chapter for the College of Social Work and Community Development as Prof. Jocelyn T. Caragay   formally took oath into office as the college’s new Dean. The Oath Taking Ceremony was conducted at Quezon Hall in the presence of Chancellor Caesar A. Saloma and the Dean’s family and friends.

After the Oath Taking Ceremony, the group proceeded to the College of Social Work and Community Development Library for a simple   banquet. The program was themed “Salamat Inday, Welkam Joyce” also as tribute to the out-going Dean, Dr. Rosalinda “Inday” Pineda-Ofreneo. CSWCD staff, students and alumni were present in the event. According to Prof. Judy M. Taguiwalo who delivered the Message of Gratitude, the day marked two milestones for the college as they say “Salamat Inday, Welkam Joyce”. She cited Dean Inday’s three-year term as the academic and administrative head of CSWCD that sow a college whose dynamic contributions in teaching, research and extension to the university and to the country have been sharpened. She added that Dean Inday devoted herself, her time and her heart to ensure a united, performing and nurturing CSWCD. Furthermore, Prof. Judy said that Dean Inday was a tough act to follow but Dean Joyce is the best person to succeed her at this time. She has occupied major administrative positions in the college; as College Secretary, Chair of the Department of Social Work and Research and Extension for Development Office (REDO) Director. Prof. Judy expressed not only the best wishes of the college but assured support to Dean Joyce as well.

The Message of Greetings was delivered by Prof. Mary Lou L. Alcid from the Department of Social Work. She expressed her admiration that Dean Joyce accepted the challenge of leading the College of Social Work and Community Development for the next three years. Dean Joyce’s experience in handling several administrative posts in the past years has molded her to be ready to take on this new challenge in her career. Aside from adhering to the standards of the college and the university, Dean Joyce has the love and concern for people in CSWCD. With that she stated love and support for the new dean.

Former Dean Inday expressed her confidence in Dean Joyce as she takes on the post as the new Dean of CSWCD. She believes that Dean Joyce is ready for the challenge of leading CSWCD.

In Dean Joyce’s speech, she became sentimental, mentioning her family’s achievements and the presence of her friends in the crowd. She expressed her joy at the same time nervousness upon looking in the crowd as it reminded her of the responsibility as the leader of the college. Upon the approval of her nomination, she was not sure if she could handle the position but she was certain of one thing, she is willing to serve. She was never anxious when there was a delay in the Board of Regents’ release of her appointment. It gave her time to think things through. However, she realized that she may not have the opportunity again. And so, she will continue as she fills in. She thanked everyone that as she held various positions in the past, she never felt unsupported. She thanked the previous deans who have given her the trust and opportunities that had slowly and gradually honed her to be the leader of the college. Furthermore, she thanked Dean Inday for a term well-served. Dean Joyce will pick up from where she left off for greater strives and greater impact for the pursuit of excellence in the service of the people. Her mission and vision for CSWCD is to “sustain, strengthen and integrate the initiatives of the past three years, within a climate of participatory, consultative, transparent and accountable and responsive governance.”

In her ending words, “Everything can be possible only when all of us working together and supporting each other doing all as an institution and one college in the best of academic standards in the service of the people in nation-building.”
